The objective of the Voluntary Guidelines is to provide useful guidance to States in their “implementation of the progressive realization of the right to adequate food in the context of national food security, in order to achieve the goals of the Plan of Action of the World Food Summit.” These Voluntary Guidelines are addressed to all States and are a human rights-based practical tool. This is the second part of the document and issues covered are an “Enabling Environment, Assistance and Accountability” as well as “International Measures, Actions and Commitments.” States are advised to apply these guidelines when they develop their strategies, policies, programmes and activities.
