This draft paper was put together by Jubilee South (South Africa). It looks at the possible ways this issue could be handled in South Africa. Some important questions raised in the draft are; how far back in history does one go, how does one quantify the claim, will it be national or regional reparations? These are just a few questions that are critically analyzed in this paper. Furthermore, some guiding principles are offered to assist on this rather complex matter.
